Downeast EMS | About Us Washington County Emergency Medical Services Authority WCEMSA was created on January 25 2001 by the 110th Maine State Legislature. WCEMSA was formed to provide emergency medical services for the Washington County area and surrounding counties after the regions private company ceased operations in December 2000. WCEMSA is a Quasi Municipal agency nonprofit 501c3 and the governing body of Downeast EMS. WCEMSA Board of Directors comprises a representative from each town in the Downeast EMS coverage area.
