ISPMB We are the International Society for the Protection of Mustangs and Burros ISPMB and we are the oldest wild horse and burro organization in the United States. ISPMB NEWS Who We Are Itx27s all thanks to Velma Bronn Johnston Wild Horse Annie International Society for the Protection of Mustangs and Burros ISPMB led the way in creating the firstever wild horse adoption program in 1968 which led to the creation of the federal AdoptAHorseBurro program operated by the Bureau of Land Management BLM. ISPMB has been and continues to be innovative in the field of wild horse and burro protection through research studies legislation and continued involvement with government participation. Under the leadership of our first president Velma Johnston affectionately known as Wild Horse Annie ISPMB and Annie were responsible for the passage of Federal Legislation in 1971 PL 92195 that gave protection to wild horses and burros on public lands from death and harassment.
