The New Jersey State Troopers Superior Officers Association Presidents Welcome Welcome to the State Troopers Superior Officers Association SOA web site. The SOA is the recognized bargaining unit for all New Jersey State Troopers holding the rank of Lieutenant and Captain. The purpose of this web site is to better inform and communicate with our membership. Through this web site the Executive Board welcomes and encourages constructive input to the daily operation of the SOA.
