Heights Emergency Food Center Heights Emergency Food Center HEFC serves only the residents of Cleveland Heights University Heights South Euclid and Lyndhurst. Residents who meet income limits set by the Ohio Department of Job and Family Services are eligible to receive food once per calendar month. The state limits are set at 200 of the federal poverty level. A current copy of the income limits is posted at the pantry.
