Home MISSION To revitalize the Central Business District through the zealous pursuit and promotion of the downtown development activities. HISTORY The Youngstown Central Area Community Improvement Corporation YCACIC was created on April 25 1988 under the provisions of Title XVII Chapter 1702 of the Ohio Revised Code. The YCACIC is a private nonprofit economic development organization operated exclusively for charitable purposes under Section 501 c3 of the Internal Revenue Code. Over the years the YCACIC has acted as ownerdeveloper for the renovation of the Morley Center for the Arts the construction of the George V.
