Supporting Lifelong Learning Enabling workers to identify opportunities and pathways for career success in response to changing workforce needs and challenges WHO WE ARE Northwest Workforce Council The Council is a 19 member board responsible for governance and oversight of the workforce development system in Island San Juan Skagit and Whatcom counties. Authorized under the federal Workforce Investment Act of 1998 WIA the Council convenes private and public sectors to address workforce development issues.
