Downtown Turlock Property Owners Association TURLOCK DOWNTOWN PROPERTY OWNERS ASSOCIATION Downtown Turlock PBID District Map ADVOCATING FOR TURLOCKS DOWNTOWN COMMUNITY SINCE 1998 HISTORY OF THE TURLOCK DOWNTOWN PROPERTY OWNERS ASSOCIATION TDPOA In 1998 a group of downtown property owners petitioned the City of Turlock to establish the downtown core as a property improvement district per a new state law called the Property and Business Improvement District Law of 1994 also known as a PBID a privatepublic agreement. The property owners goal to help transform downtown Turlock into a vibrant destination location to shop eat and unwind. An agreement was reached between the property owners and city on August 6 1998. Per the PBID guidelines the property owners formed the Turlock Downtown Property Owners Association a 501c6 and elected a Board of Trustees.
