TURLOCK DOWNTOWN PROPERTY OWNERS ASSOCIATION Downtown Turlock PBID District Map ADVOCATING FOR TURLOCKS DOWNTOWN COMMUNITY SINCE 1998 HISTORY OF THE TURLOCK DOWNTOWN PROPERTY OWNERS ASSOCIATION TDPOA In 1998 a group of downtown property owners petitioned the City of Turlock to establish the downtown core as a property improvement district per a new state law called the Property and Business Improvement District Law of 1994 also known as a PBID a privatepublic agreement. The property owners goal to help transform downtown Turlock into a vibrant destination location to shop eat and unwind. An agreement was reached between the property owners and city on August 6 1998. Per the PBID guidelines the property owners formed the Turlock Downtown Property Owners Association a 501c6 and elected a Board of Trustees.
