The 1990s were a decade of growth and new directions for CHP. In 1991, the organization rebranded as VMH, Inc. and expanded its development and property management work into Florida. A few years later, in 1994, CHP established Tekoa, Inc., a residential treatment facility for at-risk youth. The following year brought the founding of the New Enterprises Fund, a community development financial institution that would eventually become Virginia Community Capital. By the end of the decade, CHP had also launched the New River Center for Energy Research & Training, laying the foundation for the Energy Solutions work that continues today.
