Washington Shotokan Association Theultimate aimof the art ofkarate lies not in victory ordefeat but in the perfection of the characterof its participants. THE FOUNDER Sensei Andre Dulce In 1973 Sensei Andre Dulce 8th Degree Black Belt founded the Washington Shotokan Association in Bellevue Washington after having trained under Kancho Kenneth Funakoshi in Honolulu Hawaii. Dulce Senseis friendly teaching style and his love for serving families and the Eastside community led to WSA becoming one of the largest and most successful martial arts schools in the country. Dulce Sensei retired from active teaching in 2015 but continues to serve as Chief Advisor on the WSA Board of Directors.
