Ocracoke Civic & Business Association | Outer Banks Ocracoke Civic Business Association The Ocracoke Civic Business Association OCBA was founded and incorporated in 1991. We are a nonprofit corporation organized primarily to further the common good and general welfare of residents of and visitors to Ocracoke within the meaning of Section 501 c 4 of the Internal Revenue Code. The OCBA strives to provide opportunities for dialogue education advancement and improvement of all aspects of its Contributors through meetings training communications publications and other programs and activities. The OCBA coordinates several island events the July 4 activities including professional fireworks the semiannual IslandWide Yard Sale fall and spring Blackbeards Pirate Jamboree late October or early November the Holiday Market late November and the Island Celebration holiday lights competition.
