HELPING PEOPLE. CHANGING LIVES. - Community Council of South Central Texas Utility Assistance This program provides financial assistance to help lowincome consumers reduce their utility bills. Home Rental Assistance This program provides decent safe and affordable housing to lowincome families. Head Start Head Start is a Federal program that promotes the school readiness of children from birth to age five from lowincome families by enhancing their cognitive social and emotional development. Veterans Financial Assistance This program provides assistance to eligible Veterans Veterans Dependents and Surviving Spouses.
