Southwest Partnership The Southwest Partnership is a coalition of seven neighborhoods and seven institutions working together to build an awesome community in Southwest Baltimore. The Southwest Partnership is an effort to grow neighborhood empowerment to determine our own destiny. Who Are We. We are residents business owners workers visitors church members developers property owners and partners in the neighborhoods of Barre Circle Franklin Square Hollins Roundhouse Mount Clare Pigtown Poppleton and Union Square and we are building an awesome cohesive community of choice where our diversity is our strength.
