None of the hundreds of perpetrators, including the architects of the policies, have been brought to justice.Punjab presents a unique and timely opportunity to challenge systematic impunity in India because violent conflict ended in 1994 and cases implicating human rights norms are reaching the Supreme Court. These cases will set precedents for the entire country, embedding international human rights law into the national system.This work is particularly critical because Punjab police officials who were allegedly responsible for planning and implementing the systematic abuses not only enjoy impunity as senior officials in Punjab, but have also been promoted to national leadership positions to design and implement counterinsurgency initiatives throughout India.
