CEMR Home Our Mission The Coalition for Enhanced Marine Resources CEMR is a 501c 4 nonprofit organization. The goal of CEMR is to encourage the development and use of artificial reefs in California by educating the public and engaging in advocacy regarding legislation and public policy proposals to facilitate the establishment of programs that will promote enhance and augment the quality use and enjoyment of open coastal marine resources more Policies During any given year the California Legislature introduces around 3000 pieces of legislation dealing with a number of subject areas. The Coalition for Enhanced Marine Resources closely monitors and helps shape key legislation that has a direct impact on a Rigs to Reef program in California.
