History The Wisconsin Hospital Emergency Preparedness Program WHEPP still exists to bring hospitals together to focus on their preparedness projects. WHEPP now stands for Wisconsin Healthcare Emergency Preparedness Program and serves as the core and lead partner of the healthcare coalitions.
