machp - Home Minnesota Association of County Health Plans MACHP is a Minnesota nonprofit which is an association of CountyBased Purchasing CBP plans that have come together to strengthen and promote this successful Minnesotagrown model. CBP is a successful model for delivering Minnesota Health Care Programs MHCP that has delivered strong results for 40 years. A bipartisan coalition of legislators passed landmark legislation enacting CBP into Minnesota law in 1997 and giving counties special authority to choose this model to care for MHCP enrollees. CBP plans are a county or group of counties that elect to utilize CBP to deliver health care services primarily to people who qualify for Minnesotas publicly subsidized health care programs for low income individuals Minnesota Health Care Programs or MHCP.
