SEMCIL We are a Center for Independent Living Centers for Independent Living CILs were created by people with disabilities for people with disabilities to establish civil rights and individual control. We are a 501 c3 nonprofit organization providing services and supports to people of all disabilities at any age. Our services are available in the southeastern Minnesota counties of Dodge Fillmore Freeborn Goodhue Houston Mower Olmsted Rice Steele Wabasha and Winona.
