Bob Williams, once isolated and facing death by lethal injection at San Quentin State Prison, now basks under the California sun—playing sports and sharing meals with other incarcerated people. In 2019, Governor Gavin Newsom enacted a moratorium on executions and dismantled the prison’s infamous gas chamber. By 2025, nearly all 600 people formerly on death row had been transferred from San Quentin into the general population at prisons across the state. This move is part of the “California Model,” a bold initiative to transform San Quentin from a death row facility into the San Quentin Rehabilitation Center—focused on education, job training, and healing, inspired by Norway’s prison system. Those once condemned now have access to rehabilitative programming and basic freedoms they were long denied. For the first time in decades, they can participate in group activities, receive treatment services, use their own razors, and even enjoy small privileges like eating chicken on the bone. Still, the death penalty remains intact under California law, and these men and women may still die in prison.
