Lifeline Link-Up - Home Important Update UTAC was established decades ago to provide a waiver of connection fees for Lifelineeligible landline telephone customers. Thanks to generous contributions from telephone customers in IllinoisUTAC connected around 50000 households to telephones each year at our peak. We are deeply proud of the role UTAC has played in linking people to their loved ones healthcare providers employersand schools. Today though the role of UTAC has diminished as Landline telephone usage has significantly declined.
