The organization is focused on closing two key gaps in the larger Erie to Pittsburgh Trail: the three-mile gap between Emlenton and Foxburg, and the six-plus miles from the Parker Bridge to Upper Hillville. The North Country Trail parallels the Allegheny River Trail north of the Parker Bridge, integrating with other regional trails.

In addition to trail construction, ARTinCC plans to develop a municipal park at the river's edge in Foxburg. This park will feature a boat launch, fishing areas, and potentially a gazebo, serving as a hub for various outdoor activities.

Closing these gaps will result in a continuous trail along the entirety of the Allegheny River in Clarion County.
