Voqal Chicago Voqal Chicago Chicago Instructional Technology Foundation doing business as Voqal Chicago is a nonprofit corporation that got its start transmitting educational video programs to schools in the mid80s using frequencies regulated by the Federal Communications Commission FCC. In early 2013 Chicago Instructional Technology Foundation joined four other likeminded nonprofit entities under the single brand Voqal. Today Voqal Chicago continues to provide services to schools and nonprofits nationwide engage in philanthropic programs centered on social equality and participate in other entrepreneurial endeavors.
