The organizational roots of SCBA trace back to 1981, when a group of about 18 business owners and representatives gathered with the goal of enhancing and beautifying the local neighborhood. Initially known as the Market Center Business and Professional Association, it was officially formed in December 1982. The early efforts focused on infrastructure improvements such as streets, underpasses, parks, storm drainage, and parking facilities. Additionally, they worked on legislative efforts for freeway air rights and aesthetic enhancements.
