The Carter Education & Community Foundation, Inc. was established by Tonya Carter, who drew on her professional and personal experiences to create opportunities for positive community impact. The foundation officially began its work in February 2021, inspired by the goal of honoring community leaders who had supported her during her upbringing in Rantoul.
