Center for Health Care Rights
The official free Medicare helpline for Los Angeles County residents. The Center for Health Care Rights has delivered free Medicare and health insurance counseling, education, and legal assistance to the residents of the County of Los Angeles since 1984. These services help thousands of older adults and people with disabilities annually learn how to use their Medicare benefits effectively, make informed health care choices, and take appropriate action to resolve their health care coverage problems. The Center’s Health Insurance Counseling and Advocacy Program (HICAP) provides assistance on Medicare, Medi-Cal, long-term care, and other health care topics via our telephone helpline, in-person counseling services, and community education programs.
