Highland Elementary PTO Highland PTO The Highland PTO was started in the Fall of 2022. Previously Highland had a Site Council which was comprised of elected parent volunteers Highland teachers and Highland administration. The district has been encouraging buildings to move from a Site Council to a PTO. So before the 39223923 school year Highland made the switch.
