It was created informally in 2017 after discussions among NASA and industry leaders faced with challenges of collaboration and logistics and became a California nonprofit corporation in 2020. Initial work is focusing on methods for accurately characterizing acoustic noise from novel aircraft powerplants and its impact on the communities where they operate.
