Programs Services LIHEAP USF The Home Energy Assistance Program helps very lowincome residents with their heating and cooling bills and makes provisions for emergency heating system services and emergency fuel assistance within the Home Energy Assistance Program. LIHWAP The LowIncome Household Water Assistance Program is available to eligible individual households that pay for their own water and sewer and meet lowincome requirements. The LIHWAP program is not available for business accounts estates or property management companies.
