Arizona Ranching Farming Education Center Our Mission Pima Center for Conservation Education informs ranchers landowners and the public about ways to conserve water make rangeland improvements and sustain natural resources. A Brief History As a result of the national devastation brought on by the Dust Bowl in the early to mid1930s President Franklin Roosevelt recommended that each state government enact the Standard State Soil Conservation Districts Act to prevent further natural resource disasters. On August 4 1937 Brown Creek Soil and Water Conservation District in North Carolina was the first district formed under the Act. By July 1 1945 all 48 states had passed statures to enable the formation of Conservation Districts.
