Community Assisted Tenant Controlled Housing Inc., commonly referred to as CATCH, is a non-profit organization dedicated to transforming neglected and distressed buildings in New York City into safe, affordable, and resident-controlled housing. Established in 1991, CATCH operates through a unique model where it collaborates with residents, local politicians, non-profit agencies, and the city to revitalize dilapidated properties.

Mission and Approach

CATCH's mission is centered on ensuring that transformed buildings are democratically managed by and for the benefit of their residents. This approach emphasizes long-term affordability, with all operations conducted on a not-for-profit basis. No resident is charged a rent they cannot afford, aligning with CATCH's core philosophy of equitable housing practices.

Operational Structure

CATCH does not directly own the renovated properties. Instead, it facilitates their transfer to neighborhood-based mutual housing associations (MHAs), which are governed by boards composed of residents, CATCH representatives, and sometimes local community members. All residents within these buildings are entitled to participate in the governance of their housing through voting for board positions or running for office themselves.

Impact

Since its inception, CATCH has been instrumental in transforming numerous distressed properties across New York City, particularly in areas such as Washington Heights, Central Harlem, Morrisania, Highbridge, and Crown Heights. Through its initiatives, nearly 800 units of housing have been created or preserved, representing substantial private and public investment exceeding $77 million.

Partnerships and Formation

CATCH was founded by a coalition of respected housing and community development organizations, including the United Housing Foundation, U-HAB, Lawyers Alliance, the Community Service Society, and The Parodneck Foundation, which serves as CATCH's lead agency. These partnerships provide crucial support, enabling CATCH to maintain its focus on resident-led housing management and long-term affordability.

Community Assisted Tenant Controlled Housing Inc. is recognized as a tax-exempt organization by the Internal Revenue Service, with an Employer Identification Number (EIN) of 13-3706959. It has been in this status since September 1993.
