Rescue vs Shelter vs Humane Society whats the difference. BARC is a nonprofit charitable animal rescue and foster organization. It is made up of a group of community volunteers that rescue abandoned abused homeless lost neglected and unwanted dogs and cats from highkill animal shelters and provides these dogs and cats with medical attention including sterilization nutrition social interaction development and loving care in foster homes until they are adopted into kind and loving forever homes. As a fosterbased organization we do not have a physical facility and rely on people to open up their hearts and their homes to them until they find their forever homes.
