TEAMING WITH OTHER AGENCIES ENABLES THEM TO HELP EACH CHILD AND FAMILY ACHIEVE SOCIAL COMPETENCY. EARLY HEAD START RECOGNIZES THAT PARENTS ARE THE PRIMARY INFLUENCE IN THE CHILD'S LIFE AND ENCOURAGES THEM TO PARTICIPATE IN EVERY ASPECT OF THE PROGRAM.
