Siouxland Human Investment Partnership WELCOME Siouxland Human Investment Partnership Siouxland Human Investment Partnership or SHIP is an advocate for the Siouxland community. We provide leadership facilitation and support collaborative efforts for health human services education and public safety in Siouxland. SHIP formed in 1998 as the Early Childhood Iowa ECI and Decategorization DCAT Board for Woodbury County. Today we continue in those roles but are also involved in several other Siouxland community initiatives.
