Home Today Our History The Victor Valley Community Services Council was organized in 1956 to meet the needs of the growing Victor Valley and High Desert Communities. At the same time the emerging needs included emergency welfare services for residents relief services for transients family counseling health services house numbering to provide an accurate response capability for emergencies and the coordination of recreational activities. The Council established a thrift shop Family Counseling Services Christmas Baskets in continuation with The Salvation Army and Senior Citizens Club. In the late 1950s the Council sponsored the Red Feather Limited Fund now an independent organization known as Desert Communities United Way.
