Alabama RCD Councils Serving all 67 Alabama Counties Since 1962 RCD Councils have worked to empower local citizens to develop and carry out an actionoriented plan for the social economic and environmental enrichment of their communities. People RCD empowers local people to work within their own communities. Projects Because of People and Partners RCD is able to implement projects in their local communities.
