Public Lands Council Public Lands Council The definitive voice for public lands ranchers. What is the Public Lands Council. PLC represents cattle and sheep producers who hold 22000 federal grazing permits across the western United States. PLC advocates for the unique needs of this portion of the cattle sheep and wool industries by educating decisionmakers in Congress and federal agencies about the crucial role grazing plays in protection open space environmental health public enjoyment and food security.
