Welcome to North Coast Energy Services Welcome. North Coast Energy Services has been involved with the delivery of lowincome energy assistance and weatherization services continuously since the inception of such programs in 1977. During this period the agency has developed a high level of skill efficiency and expertise in all aspects of providing these services and administering the various grants and contracts which fund them. NCES was incorporated in 1981 as a subsidiary of the local Community Action Agency North Coast Opportunities and has had an independent corporate existence since 1983.
