We The People California The We the People program promotes civic competence and responsibility among the states upper elementary and secondary students. We the People The Citizen and the Constitution focuses on the United States Constitution and its application. Students not only have to know the Constitution but be able to discuss its relevance citing court cases and historical facts to support their assertions. It uses authentic assessment in the form of a simulated Congressional hearing and promoting civic discourse.
