Menu PNOA has trained over 15000 officers. Pennsylvania Narcotic Officers Association Pennsylvania Narcotic Officers Association Founded in 1990 the PNOA was established by a group of law enforcement officers from various Pennsylvania agencies to provide specialized training for drug law enforcement officers and facilitate networking opportunities. The organization hosts an annual training conference in Harrisburg PA and conducts one and twoday trainings statewide. Additionally the PNOA played a key role in forming the National Narcotic Officers Association Coalition representing state narcotic officers associations from over 40 states in the US.
