The Opportunity Foundation of Garland Every student deserves an equal opportunity to pursue postsecondary education regardless of their socioeconomic background. Today the average annual cost of tuition at a public university is 23 times higher than tuition in 1963. Education Data Our mission is to support underprivileged and highachieving students with additional opportunities through scholarship funds and mentorship. Garland High School consists of 88 minority enrollment and 74 economically disadvantaged.
