PROVIDING HOMELESS AND OTHER LOW INCOME VETERANS OF THE U.S. ARMED SERVICES WITH HOUSING FACILITIES AND SERVICES SPECIFICALLY DESIGNED TO MEET THEIR HEALTH, PHYSICAL, SOCIAL AND PSYCHOLOGICAL NEEDS AND TO PROMOTE SUCH FACILITIES AND SERVICES.
