A B A T E of Oregon, Inc. (A Brotherhood Against Totalitarian Enactments) is a nonprofit organization founded on August 22, 1975, as a 501(c)(4) civic league and social welfare organization. It is dedicated to promoting motorcycle awareness, education, safety, and liberty through community involvement and legislative action.

History

The organization's first chairman was Luke Metcalfe. Since its inception, A B A T E of Oregon has evolved while maintaining its core principles of freedom on the road and non-discrimination towards potential members. In 1976, the River City Chapter was established as the first chapter outside of Portland. A B A T E began actively working to change Oregon's helmet law in 1977, using methods such as a round-the-clock sit-in at the capitol to bring attention to the issue, which eventually led to legislative action.

Achievements

One of A B A T E's significant accomplishments is the establishment of a motorcycle rider training program. Initially proposed in 1979, the program became law in 1981 and developed into Team Oregon, a safety and education initiative now administered by the Oregon Department of Transportation[1]. A B A T E has also been involved in legislative efforts to protect motorcyclists' rights, including forming BikePAC in 1989 as a separate entity to ensure a constant presence during legislative sessions. In 1997, A B A T E was involved in a federal court case that determined the Oregon State Police had misinterpreted helmet laws, preventing unwarranted stops[1].

Community and Education

The organization supports various charitable events, such as Toy Runs and food donations, benefiting both motorcyclists and the broader community. A B A T E also developed a Motorcycle Awareness Program to educate young automobile drivers about motorcycle safety. The Fossil Run, initially a chapter event, has become a major fundraiser for A B A T E and one of the largest motorcycle events in the Northwest[1].

Governance and Membership

A B A T E of Oregon operates under a set of bylaws that outline chapter operations, fundraising, political activities, and charitable actions. Members are encouraged to participate in chapter meetings and events, and membership is open to anyone interested in motorcycle issues, regardless of whether they ride[1].
