TO PROMOTE AND ASSIST IN THE PRESERVATION AND STABILIZATION OF ECONOMIC AND AESTHETIC CONDITIONS OF RESIDENTIAL AND COMMERCIAL ZONES AND TO PROMOTE A HIGHER QUALITY OF LIFE AND SOCIAL EXISTENCE.
