Overview

The Neighborhood Property Owners Association of Fountain Hills, Arizona (NPOA), is a non-profit organization established in 1992. Its primary purpose is to preserve the architectural integrity and aesthetic appeal of Fountain Hills' neighborhoods. The NPOA operates under Arizona law as a non-profit corporation.

Functions and Structure

The NPOA is not classified as a homeowners association (HOA) or Planned Community under Arizona's Planned Community Act. It does not collect regular dues or assessments from its member property owners. The association's authority is rooted in its recorded Declaration of Reservations, which contracts property owners to adhere to specific guidelines upon taking ownership. This Declaration applies to approximately 4,100 lots in Fountain Hills.

Architectural Control

The Neighborhood Committee of Architecture (NCOA) is the primary committee responsible for enforcing architectural guidelines. The NCOA meets weekly to review building plans for new construction and modifications such as repainting, additions, patios, walls, fences, and other exterior changes. Property owners must obtain permits for these projects, and the committee ensures compliance with the Neighborhood Development Guide. Permit fees and compliance deposits are applicable based on the project type.

History

The NPOA was formed by local residents who aimed to maintain the beauty of Fountain Hills' neighborhoods. The guidelines were initially set by McCulloch Properties, the master developer of Fountain Hills. Participation in the NPOA is mandatory for property owners within its jurisdiction.

Mission

The association's mission is to uphold quality architectural standards and protect property values by enforcing these standards across its member neighborhoods. Although it does not provide insurance, it ensures that all developments align with the established aesthetic guidelines of Fountain Hills.
