Introduction
The New York Ehealth Collaborative Inc (NYeC) is a nonprofit organization designated as a 501(c)(3) entity, primarily focused on improving healthcare and reducing costs across New York State through health information exchange. Established in 2006 with support from the New York State Department of Health, NYeC acts as the State Designated Entity (SDE) for the Statewide Health Information Network for New York (SHIN-NY).
Mission and Goals
NYeC's mission is to enhance healthcare by facilitating a secure and interoperable health information exchange. This is achieved through the development and administration of policies and procedures governing electronic health information sharing via SHIN-NY. The network acts as a "network of networks," integrating eight Qualified Entities (QEs) or regional health information organizations (RHIOs), and a statewide connector for sharing clinical data. The SHIN-NY includes participation from hospitals, clinics, laboratories, radiology centers, ambulatory physicians, home care agencies, nursing homes, long-term care facilities, public health departments, health plans, behavioral health providers, and Federally Qualified Health Centers (FQHCs) across New York State.
Initiatives and Achievements
NYeC has contributed significantly to healthcare improvements in New York. Key achievements include:
- SHIN-NY Reform Initiatives: Developing operational, legal, and policy reforms to support regulatory updates.
- Healthcare Savings and Efficiency: The use of SHIN-NY has led to notable reductions in hospital readmissions and emergency department visits, resulting in substantial annual healthcare savings estimated between $160 million and $195 million.
Governance
The governance of SHIN-NY involves an open and transparent process, incorporating input from key stakeholders across New York State. NYeC partners with the New York State Department of Health to convene committees representing stakeholders invested in health information exchange.
Financial Overview
NYeC's financial operations are characterized by significant contributions and program services revenue. As a nonprofit, donations to NYeC are tax-deductible.
History and Funding
NYeC was founded with a focus on improving healthcare quality, safety, and efficiency through Health Information Technology (HIT). It has received support and grants to further its mission, including public education initiatives aimed at engaging consumers in understanding and using HIT.
