The Artist The Commission Welcome. For over two hundred years Virginias Capitol Square has served as a central site and symbol of civic life in Virginia. Currently the Square displays memorials to Revolutionary leaders figures from the Civil War era and to 20thcentury Virginia political leader Harry Flood Byrd Sr. In 2005 the Governor and the General Assembly jointly established the Civil Rights Memorial Commission its job is to select an additional monument for the Square dedicated to what was one of the most significant historical events of the last century the struggle for full civil rights for Virginias AfricanAmerican citizens.
