Fraternal Order of Police
The Fraternal Order of Police (FOP) is a nonprofit organization and labor union that serves as the largest representative body for law enforcement officers in the United States. Established in 1915, the FOP has evolved into a significant advocate for law enforcement rights and community safety.
History
The Fraternal Order of Police was founded by two Pittsburgh, Pennsylvania patrol officers, Martin Toole and Delbert Nagle. On May 14, 1915, they and 21 other officers from the Pittsburgh Bureau of Police formed the first local lodge, Fort Pitt Lodge #1. The decision to name the organization the "Fraternal Order of Police" rather than a union was largely due to the anti-union sentiment prevalent at the time.
By 1918, the FOP had decided to expand into a national organization, with a constitution emphasizing unity and inclusivity, stating that "Race, Creed or Color shall be no bar." Over the decades, the FOP has continued to grow, focusing on both labor representation and fraternal camaraderie among its members.
Mission
The primary mission of the Fraternal Order of Police is to improve the working conditions of law enforcement officers and enhance public safety through legislative advocacy, education, community involvement, and legal support. The organization aims to ensure that officers receive the respect and dignity they deserve while protecting their communities.
Structure
The Fraternal Order of Police operates through local lodges, which serve as both labor unions and fraternal organizations. These lodges are organized into state lodges and the national Grand Lodge. The FOP reports a membership of over 373,000 law enforcement officers across more than 2,100 lodges.
Activities
- Legislative Advocacy: The FOP plays a significant role in shaping legislation that affects law enforcement officers. It engages in lobbying efforts at the local, state, and federal levels to support pro-police initiatives.
- Community Outreach: The organization participates in various community programs aimed at fostering public trust and understanding between law enforcement and the communities they serve.
- Charitable Initiatives: The FOP is involved in numerous charitable activities, supporting officers in need and promoting social welfare.
- Legal Assistance: The FOP offers legal resources and defense to its members, empowering them professionally and personally.
Symbolism
The FOP emblem features a five-pointed star symbolizing authority and vigilance, with colors that represent purity, honor, and protection. The motto, "Jus, Fidus, Libertatum," is interpreted to mean "Law is a Safeguard of Freedom," reflecting the organization's commitment to justice and service.
Impact
The Fraternal Order of Police has been instrumental in shaping the landscape of modern policing in the United States. Through its advocacy and community efforts, the FOP has contributed significantly to improvements in officer working conditions, public safety, and police-community relations. Its influence extends to policy discussions on police reform and accountability, ensuring that the voices of law enforcement professionals are heard at all levels of governance.
