The Volusia Literacy Council is a non-profit, United Way agency, specializing in one-on-one tutoring of adults who possess skills at a sixth grade level or below. The Council is member of Laubach Literacy Action (a national literacy organization) and follows their guidelines for tutor and student training. The Council's activities and fundraising events are established by a board of directors. It is the goal of the Volusia Literacy Council to reduce the rate of illiteracy in Volusia County. Unfortunately, the last survey conducted by the Department of Education and Educational Testing Service, is that approximately 25% of the adults living in Volusia County function at the first level of literacy.
