Pop Warner Little Scholars traces its origins back to 1929 when Joseph J. Tomlin established the Junior Football Conference in Northeast Philadelphia. The organization grew and was later renamed in honor of legendary coach Glenn Scobie "Pop" Warner after his involvement in the early 1930s. The organization was officially incorporated as a national nonprofit in 1959.

PWLS offers various programs:

• Football: The organization features both tackle and flag football divisions. Tackle football teams are divided into age and weight categories, while flag football serves as a developmental and safety-focused alternative.
