History and Context
The Napa Police Department, from which the NPOA draws its membership, was originally founded in 1875. The city's first law enforcement officer was Ebenezer Biggs, who served as the Town Marshal with both criminal and civil responsibilities. Over the years, the Napa Police Department has evolved significantly, with notable changes including the establishment of a full-time Chief of Police position in 1909 and the introduction of modern policing programs and technologies.

The NPOA is part of a broader network of police organizations in the United States, sharing goals similar to those of national bodies like the National Association of Police Organizations (NAPO).
