The mission statement of the Scappoose Parents Association (SPA) is to provide supplemental funding for the students of the Scappoose and Warren communities that are within the Scappoose School District. SPA serves the Scappoose School District located in Columbia County, but also serves students in Multnomah and Washington counties that attend schools in the Scappoose School District.
